Structure Vision Shale Gas

The Minister of Economic Affairs and the Minster of Infrastructure and the Environment are planning to develop a joint 'structure vision' for shale gas. This structure vision will outline whether shale gas exploration and extraction may be pursued in the Netherlands, and if so, where. This relates to areas where the potential impact on nature, people and environment can be safeguarded. It will also examine how beneficial and essential shale gas extraction would actually be for the Netherlands. The effects of shale gas extraction on nature, people and environment will be investigated as part of a Strategic Environmental Assessment (SEA). This SEA will form the basis for decisionmaking with regard to the structure vision.

Natural gas production in block K5b in the Dutch sector of the Continental Shelf

Total E&P Netherlands (TEPNL) intends to exploit an offshore gas field in block K5b in the Dutch sector of the Continental Shelf. The proposed site for the platform (K5CU) is about 130 km north-west of Den Helder. An EIA report will be prepared for decision making about the mining environmental permit.

Redevelopment of the Claudius Prinsenlaan area Breda

Breda municipality wishes to redevelop the area around Claudius Prinsenlaan in Breda. To make this development possible, the municipality wishes to draw up a long-term structural design plan; new land use plans are also necessary. In order to assist decision making. Breda municipality will prepare an SEA report. In this advisory report the NCEA advises Breda municipal council on the Terms of Reference this SEA report should meet.

Veessen-Wapenveld high-water channel

By order of the central government, the Provincial Executive of Gelderland proposes to construct a high-water channel along the river IJssel between Veessen and Wapenveld, in the context of the Key Planning Decision Ruimte voor de Rivier [Room for the River]. The minister of Transport, Public Works and Water Management and the minister of Housing, Spatial Planning and the Environment will specify a government structure plan for the construction of the high-water channel and the associated developments. In order to assist decision making, the environmental assessment procedure will be completed.

Aarle-Hokkelstraat residential development scheme in Best

Best municipality wishes to build a maximum of 3400 homes on the Aarle and Hokkelstraat site in the period leading up to 2020. To enable these homes to be built, new land use plans are necessary. To assist the decision making of the competent authority (Best municipal council) on this, Best municipality will prepare an Environmental Impact Assessment (EIA) report. In this advisory report the NCEA advises municipal council (the competent authority) on the Terms of Reference this EIA report should meet.

Flevokust industrial estate in Lelystad

Lelystad municipality wishes to create and lay out a large-scale harbour-related industrial estate north of Lelystad. The site will be about 250 hectares and straddle the dike. In order to assist decision making concerning the land use plan, a combined strategic environmental assessment/environmental impact assessment report (EIA report) will be prepared.

Dongeradeel wind farm

Dongeradeel Wind Farm Association proposes to dismantle all the wind turbines in Dongeradeel municipality (16, with a total capacity of approx. 2.1 MW) and replace them with a new wind farm of circa 18 MW.
Dongeradeel Wind Farm Association will draw up an Environmental Impact Assessment (EIA) report in order to obtain planning permission for the construction of the wind farm. In this advisory report the NCEA advises the municipality on the Terms of Reference this EIA report should meet.

Coal/biomass fired unit Amercentrale 

Essent Energie Productie B.V. (hereafter referred to as Essent) proposes to build a new coal/biomass fired power station with a gross electric capacity of circa 800-1100 MWe in the grounds of the Amercentrale power station in Geertruidenberg.
For this proposal an environmental impact report will be drawn up in order to assist the decision making within the framework of the Environmental Act, the Water Management Act and the Surface Waters Pollution Act.
